Council Chartered Units

The BSA now allows for units to be chartered to the local council. Under this structure The council appoints a Council Representative (in place of a Charter Representative).  The Council Rep approves unit volunteers and oversees application of BSA policies. Property used by the unit is registered and to and insured by the council (cost reimbursed by the unit). The council will also facilitate the opening of a new checking account under the council’s EIN.  Meeting location and equipment storage is coordinated by the unit committee with a facility Use Agreement.

United Methodist Church Units

This charter arrangement while similar to the Council registered unit is available only to United Methodist congregations.  This agreement is made between the BSA, Local Council, Congregation and the unit committee. The Unit is Chartered by the Council and has a Council Representative but under this agreement the Church agrees to provide meeting and storage space and to register and insure unit equipment (for which the unit may be asked to reimburse the church). The Council Rep approves unit leadership and works with the unit committee to oversee compliance with BSA policy. The unit checking account is under the Council EIN.

Traditional Units Changing Charter

If it becomes necessary to change Charter organizations, please work with Council staff on approaching potential a new charter partner.  The Current Charter Organization will be asked to release the unit and the scouting property associated with it to the new Charter Organization.  If the current Chartered Organization is willing to allow the unit(s) to continue meeting and storing equipment at their location which will be secured with a facility use agreement.
